Terrebonne Parish staff updates on Atchafalaya dredging, NFWF proposal and CPRA grant

A staff member for Terrebonne Parish reported progress on several coastal restoration items and funding opportunities, including a deauthorization process for a project, an invited full proposal to the National Fish and Wildlife Foundation’s (NFWF) National Coastal Resiliency Fund, and a pending parish match from the Coastal Protection and Restoration Authority (CPRA).
The staff member said the U.S. Army Corps of Engineers has initiated a deauthorization process for a project and has mailed letters inviting public comment. "Comments are due by the July 12," the staff member said, noting the deadline and that he had previously discussed the project at the May 8 task force meeting. He added, "I don't think anybody's gonna say anything that's gonna change the authorization on this project." The staff member also told the committee to expect possible further action at the QIPRA technical committee meeting on Sept. 11 in Baton Rouge.
The staff member said a NFWF pre-application for the "Caring Scribe Bayou Diversion" was favorably reviewed and the parish was invited to submit a full proposal later this month; staff said they are working with Ducks Unlimited on the application and were optimistic the grant could fund engineering and permitting. He also said he submitted letters of support for a second NFWF-related feasibility assessment that would look at using stormwater discharge to restore coastal wetlands.
On state funding, the staff member said the parish has a $775,000 CPRA parish-matching grant that has been approved and the parish is waiting for an intergovernmental agreement from CPRA before signing and beginning work on terracing phase 1 with Ducks Unlimited. He called attention to related public meetings and ceremonies, including a CPRA meeting in Baton Rouge and a change-of-command event for the U.S. Army Corps of Engineers in New Orleans.
Staff also discussed two consistency determinations tied to maintenance dredging in the lower Atchafalaya River. Regarding the second determination, cited in committee materials as "C20250067 — 2025–26 maintenance dredging on the Atchafalaya River Bay and Bayou Shane Buff and Black Bay bar segments," staff said the parish requested that dredge material be placed on Pointe Au Fer Island but that the Corps replied the additional transport would be too costly. "It's gonna cost more money than the corps wants to pay to bring that stuff to us," the staff member said, but noted the parish intended to remain engaged for future opportunities.
Staff closed the report with a summary of permit activity: six permits collected $4,500 in June; two permit extensions were granted for which no fees were collected; year-to-date permit revenue as of June was $28,800.
No formal committee action was taken on these project updates during the report; items described were status updates, funding application steps and requests for future engagement.
