Phase 1 of Rio Hondo river-access project complete; LED sign contract to go to City Council in August

Parks and Recreation staff told the commission on July 17 that phase 1 of the Rio Hondo River access project is complete and that the city will seek a construction contract for a new LED sign in early August.
Parks staff said the phase 1 work included landscaping and site improvements at the location of the former Barnyard Zoo sign and that, once fences come down, the area will be available as a rest area for trail users. The project received a competitive grant from the Regional Parks and Open Space District under its regional access program because the access connects to multiple jurisdictions along the riverbed.
"Phase 1 of the project is now complete," the Parks and Recreation staff member said during the presentation, noting horse hitching posts and animal watering amenities were installed as part of the works.
Staff said the city will take phase 2 — the LED sign that replaces the Barnyard Zoo sign — to the City Council for award of the construction contract at the council’s first meeting in August. The timeline for the park’s full opening depends in part on how long sign construction takes; staff said the park area could open before full project completion and that the department will arrange a ribbon-cutting event once the site is ready.
The project is funded in part by a Regional Parks and Open Space District grant. No construction contract had been awarded at the time of the meeting; council approval is required for the phase 2 contract.
Commissioners did not ask additional questions during the update and staff invited commissioners to attend the future ribbon-cutting event once a timeline is set.
