Board clarifies meeting procedures: three-person agenda planning, public comment limits and principal report expectations

Board members reviewed internal meeting procedures, including a three-person agenda planning rotation that adds a third board member to agenda-setting meetings, a practice the board said has increased engagement and cohesion. The board also discussed public participation rules, including the two-minute standard for public comments; members were divided on whether to increase the limit but overall favored keeping a short guideline with chair discretion to allow slightly longer remarks when appropriate.

The board reiterated the chair's role in planning and moderating meetings, and discussed the debrief process for each board meeting: an agenda-setting meeting and a post-meeting debrief. Board members emphasized reading board packets early in the week so staff have time to respond before meeting day.

Members also discussed principal reports and site visits. Staff said principals use a template focusing on instruction, attendance and the district strategic plan's priorities, and asked whether the board preferred additional comparative data (district and state comparisons) and indicators of where schools are struggling. Directors requested more two-year trending and suggested the tours highlight both successes (examples of innovation) and building-deficit needs that could inform bond planning.

The board asked staff to continue the rota of agenda planning with a third member each season, to keep public comment as a guideline of two minutes but exercise chair discretion, and to provide a standardized principal-report template including two-year trend data and clear statements of building-level needs.
