Albemarle EDA approves $10,000 matching contribution for regional "Fuel" entrepreneurship project

The Albemarle County Economic Development Authority voted to approve a $10,000 matching contribution toward the capital component of "Fuel," a regional entrepreneurship project led by Venture Central and managed in partnership with the Central Virginia Small Business Development Center (SBDC) and the Community Investment Collaborative (CIC).
Venture Central executive director Rebecca Hayduck told the authority that Fuel is designed to address three priorities from the Regional Entrepreneurship Initiative: a regional coordinating coalition, peer networks for C-suite leaders and a capital-access program called Fuel Capital. "The reason we're here is we need $10,000 in additional funding for the fuel capital component of this project," Hayduck said during the presentation.
Hayduck described the full project budget as $690,600, with a Go Virginia request of $440,000 (split as $220,000 per year) and local match already pledged at $250,600. She said 10 of the 11 Region 9 localities are participating financially. Charlottesville had already committed $10,000 (in two annual payments of $5,000), Hayduck said; the EDA vote adds Albemarle's contribution to that local match.
Bo Greist, director of the Central Virginia SBDC and a partner in the project, described Fuel Capital's emphasis on increasing entrepreneurs' awareness of capital sources and connecting local qualified investors, angel groups and family offices to regionally based companies. "One of the biggest obstacles to success that we see in our offices... accessing capital can be a challenge," Greist said, urging support for investor matchmaking, pitch coaching and grant-readiness work.
Program targets Hayduck cited included 55 jobs created and 15 business expansions over the first three years, 50 businesses served and an estimated $6,000,000 in funds raised; she said those numbers were conservative and aligned with Go Virginia guidance. Hayduck also described Fuel Connection (peer networks) and Fuel Coalition (regional coordination) as complements to the capital work.
An EDA member disclosed a conflict of interest and recused themself from discussion; the body nevertheless debated the request and then moved and seconded approval of the resolution to provide matching funds. A motion to approve the resolution carried; the transcript does not name vote counts or identify any members who opposed but indicates one or more abstentions were checked and none were recorded as opposing.
Hayduck and Greist framed the project as building on existing regional assets โ SBDC client outcomes and local prototype facilities such as Luna Labs โ and as filling gaps in investor awareness and regionwide coordination. The EDA approved the matching grant request and directed staff to document the contribution in the authority's records and transmit the result to other project partners.
Members asked several operational questions during the presentation about outreach to potential local investors, peer group programming, and failure/mitigation scenarios for startups; presenters said outreach would include neighborhood-level events, storytelling sessions and technical training to increase investor awareness and entrepreneur preparedness.
Venture Central, SBDC and CIC will move forward with the grant proposal and the capital-access work as described; the EDA's payment will be part of the local match supporting the Go Virginia funding request and the Fuel capital component.
