City spending plan includes new DPW complex; council to consider possible 444 Westminster purchase

Providence officials told the council on July 16 that construction on a new Department of Public Works complex is starting this fall and that the city is also reviewing a possible real estate acquisition to address staff and archives space.
The DPW complex: design complete, construction to start Public works staff said design for the new DPW complex is complete and a construction manager contract has been awarded. The project budget shown in the CIP is about $57 million for the currently funded phase; staff described a possible future phase 2 in fiscal 2030 with an estimated cost of roughly $44.8 million should the city pursue a full campus replacement of the older garage.
Real estate acquisition: 444 Westminster Brennan Welch, a city policy analyst, and finance staff briefed the council on a proposed placeholder for $20 million in the CIP for real estate acquisition. Staff told the council they are exploring the potential purchase of 444 Westminster, a property the city currently leases. The lease escalations mean the city is paying more than $1 million annually for the space, Welch said; ownership could allow the city to reorganize archives and operations and reduce long-term operating expense.
Why it matters: Staff said acquiring 444 Westminster would require a formal council vote and additional financing. At the meeting staff emphasized that the line in the CIP is a placeholder; the council will receive fuller financial analysis and a formal acquisition request in September before any purchase proceeds.
Other facility investments noted Staff also summarized a series of building investments included in the CIP: City Hall roof and envelope work, a $2.47 million roof replacement line for Academy Avenue, pool resurfacing lines, DPS and public safety building improvements and a public safety garage repair line. Staff noted that some lines are funded and in design while others remain unfunded out-years.
Next steps and council action Staff said the acquisition of 444 Westminster is not committed; any purchase would return to council for approval with a full financing plan. The DPW complex construction is funded and the department expects mobilization of subcontractors in September.
