Sketch plan for Jane Davis Ranch recommended to county commissioners; floodplain-crossing, phasing and access discussed

Summary
The commission recommended approval of the Jane Davis Ranch sketch plan (about 397 acres) and discussed floodplain crossings, phasing, and road and utility access. Staff and the applicant said CLOMAR/LOMAR mapping and coordinated sewer access will be required at later review stages.
The El Paso County Planning Commission recommended approval of the Jane Davis Ranch sketch plan (File SKP232) at its July 17 meeting and forwarded the item to the Board of County Commissioners with two conditions and two notations.
Scope of proposal and staff summary Planner Ryan Houser described the conceptual plan for roughly 397 acres that proposes a mix of 5-acre and 2.5-acre rural residential lots, two small commercial nodes along Judge Orr Road, parks, trails and floodplain conservation. As a sketch plan the layout showed maximum potential (the staff example cited up to 93 residential lots based on conceptual allocations) but the precise lot count and layout will be set during preliminary and final-plat reviews. Staff noted the property is zoned A-35 and that rezoning will be required to implement the sketch plan.
Floodplain crossing, drainage and phasing Engineering manager Gilbert LaForce briefed commissioners on existing FEMA-designated floodplain and an unnamed tributary running through the property. He said a CLOMAR or LOMAR would likely be required for any crossing and that the final design of multiple detention basins and crossings would be refined at preliminary/final plan stages.
Applicant presentation and phasing considerations Applicant representative Bill Goeman and team said the project is designed to be compatible with neighboring recently approved and in-review developments (Saddlehorn Ranch, Esteban Rodriguez, BOCES site). The applicant confirmed that no development is proposed in mapped floodplain and that any necessary floodplain mapping adjustments would not be used to create development inside the floodplain. The applicant said he expects coordinated sanitary-sewer alignments and noted an agreement with Meridian Services Metro District for sewer extension along Judge Orr Road that could inform phasing and allow earlier connections in the south portion of the site.
Commissioner questions and public input Commissioners questioned the timing of the floodplain crossing relative to build-out and whether the crossing would be deferred too far into later phases; the applicant said the crossing would likely occur around the 50-percent design level (preliminary plan stage) but could be refined earlier and that a single-access-road rule limits the number of lots before a second point of connection is required (staff noted a limit of 25 lots on a single access road absent an additional access). One nearby property owner had submitted a written comment on water and traffic but was not available to speak; staff said they had corresponded and the letter was added to the record.
Action Commissioner Britton Jack moved to recommend approval of SKP232 with two conditions and two notations; Commissioner Marais seconded. The motion passed 5–0.
Ending: The sketch-plan recommendation advances to the Board of County Commissioners; the applicant and staff expect detailed engineering, water resource, CLOMAR/LOMAR and coordinated sewer design work during the next review stages.
