Committee forwards HUD funds allocation to Saint Joseph’s Villa for rapid rehousing

The Finance and Economic Development Standing Committee voted to forward an ordinance to accept HUD entitlement funds and amend the city’s FY25 and FY26 budgets to create a new Emergency Solutions Grant (ESG) project line for Saint Joseph’s Villa and appropriate funds for a rapid rehousing program.
Amanda Rinkle, senior manager for federal entitlement programs in the Department of Housing and Community Development, told the committee the ordinance moves funding that had been deobligated after a program change, combines it with funds not originally awarded in the FY26 budget and includes a modest increase in the city’s HUD allocation. The ordinance packet lists the creation of a project line called “Saint Joseph Villa,” an allocation of $31,145 from the ESG undesignated reserve and an appropriation of $83,930 to fund a rapid rehousing program that meets ESG eligible activities.
Rinkle said the action reassigns funds to an eligible nonprofit provider for rapid rehousing after an internal program shift and additional HUD allocation. The committee opened a public hearing; no members of the public spoke for or against the ordinance.
