Staff described the property as an unsafe structure with people entering the building; Elmira Police were called to remove trespassers and code enforcement has monitored the site. Given the structure’s condition and the liability, staff recommended moving rapidly to demolition. Danielle (board/staff) noted LCP is an MWBE contractor the land bank has used before and that LCP handles permitting and coordination smoothly, although LCP’s bid was higher. Other board members cited prior experience with both contractors and said timely demolition was a priority.
The board discussed differences in recent performance history and the potential for future change orders; they ultimately approved awarding the contract to LCP to support MWBE goals and because the company was viewed as able to complete the work promptly and coordinate with code enforcement.
