Planning staff previews seven-year evaluation and appraisal report; board to review findings in September

City planning staff on Wednesday gave the Planning and Zoning Board an overview of the city’s Evaluation and Appraisal Report (EAR), a state-required review of the comprehensive plan that the city must notify the state about by December.
Jacob Frederickson, planning manager, told the board the EAR identifies changes driven by recent state law or altered local conditions and that staff will present detailed findings at the September PZB meeting. “By December the city is required to send a notification letter to the state,” Frederickson said, and if the board and staff determine plan updates are needed, the city would have up to one year to prepare amendments for transmittal in 2026.
Board members asked procedural and policy questions. One member observed that Florida’s growth-management framework has changed since the 1980s and asked whether the EAR process still mattered; staff responded that the EAR is a checkpoint to identify items that should be updated and that the city previously completed a major rewrite in 2020. The board did not take action on the EAR at this meeting; staff plans to return in September with findings and to seek a PZB recommendation in October if needed.
Ending: Staff will present the findings at the September PZB meeting and, if changes are recommended, will seek a formal recommendation to forward a notification letter and proposed amendments to the City Commission and the state.
