Council pauses action as police union and city finalize meet-and-confer agreement

Council members on Thursday declined to act on a draft meet-and-confer agreement between the City of Leander and the Leander Law Enforcement Association, giving the negotiating teams more time to finalize remaining technical items.
City Manager Parton introduced the draft collective-bargaining framework and highlighted major provisions including base-salary adjustments tied to a recent step-plan study, additional compensation for certifications and on-call pay, sick-leave payout provisions, discipline documentation processes and a force-reduction/reestablishment protocol.
Carlos Gonzales, speaking for the association, told the council the talks had been productive and the membership had approved proceeding after one final meeting with the city negotiating team. “It’s been very productive. We do have some last minute things that we'd like to kinda iron out,” Gonzales said.
Council members agreed to take no action that evening so the parties could meet one final time and return with a final document. No contractual terms were adopted at the meeting and the council left three options on the table: approve as presented, postpone with direction or deny and return to negotiations.
Council’s action to take no action leaves the draft agreement open for final technical negotiation rather than advancing a formal vote at Thursday’s meeting.
