Lago Vista council confirms three personnel moves after executive session

The Lago Vista City Council on July 17 approved a package of personnel actions the council had discussed in executive session earlier the same afternoon. The council voted unanimously to accept City Manager West’s recommendation to hire David Scott Montgomery as director of parks and recreation, to promote Nicole Navarro to finance director, and to authorize the city manager to make an offer for the city secretary position. The council’s votes were taken in open session after the executive session concluded at about 3:02 p.m.

City Manager West made the initial recommendations in open session, and councilmembers moved, seconded and approved each action with a voice vote. Council President Prince moved to hire Montgomery; Councilmember Durbin seconded. The council thanked Navarro for her service after her promotion passed unanimously. The council also approved the manager’s authority to make an offer for the city secretary position; that motion passed unanimously as well.

Council discussion was brief in public session. City Attorney Bullock reported legal advice had been provided during executive session related to personnel matters and said the actions before the council were the staffing directions coming out of that session. No employment terms or salaries were announced during the public votes.

The council’s actions complete steps discussed in the executive session, which the record shows covered “appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of employees” under the Texas Government Code sections cited by the mayor. The hires and promotion were implemented by direction to the city manager; contract or offer details will be handled under normal human-resources processes.

The council provided no additional public comment on the personnel matters at the meeting’s end; the actions were recorded as unanimous votes.
