The council held a public hearing and confirmed assessments for delinquent solid‑waste collection charges to be placed on the 2025‑26 property tax roll. Staff described collection outreach efforts and a reduction in delinquencies since earlier this spring, and told the council the last day to pay prior to placement on the tax roll is Aug. 19, 2025.
Staff background and outreach Public Works and Finance staff said the city began May with about $1.3 million in delinquent residential solid‑waste accounts. Through outreach and payment arrangements the total delinquent balance was reduced to about $803,000 by the July 3 report included with the agenda. Staff said approximately 5,614 residential accounts were delinquent on April 1 (about 13% of accounts); after outreach the count dropped to about 2,321 delinquent accounts (about 5.6% of residential accounts) by the July report. Commercial account delinquencies also declined after outreach.
Notices, legal framework and deadlines Staff noted the city’s municipal code (section 8.24.050) sets the framework for public hearings and liens on delinquent accounts; notices were mailed to property owners and account holders as required. Staff said tax liens must be submitted to the county by Aug. 10 and the last day to pay to avoid the lien is Aug. 19; Vertech representatives were available in the council lobby to accept payments or discuss payment plans.
Council comments and vote Councilmembers urged residents with delinquencies to contact Vertech promptly rather than allow liens to attach to their properties. Councilmember Ortiz asked whether landlords are notified when renters do not pay; staff confirmed the owner on file receives notice and that liens attach to the property tax roll. Council adopted the resolution confirming assessments; the vote carried unanimously.
Ending: Staff said the city will continue outreach and payment‑plan options for residents between now and the Aug. 19 payment deadline.
