Council OKs $63,000 to reopen park restrooms and orders RFP for contracted maintenance

Scope and constraints Staff noted that the $63,000 is intended for relatively minor repairs — replacing partitions, lights, flush valves and other items needed to restore operation — and does not cover major structural or ADA retrofit work. Public Works staff warned that more significant rehabilitation could trigger Americans with Disabilities Act requirements and substantially increase costs; larger capital work would need to be addressed through the city’s CIP process or grants.
Which parks and services Staff identified 14 target parks for reactivation of restrooms (examples: Bobby Vega Park, Colony Park, Encanto Park, Meadowbrook, and others). Because in‑house staffing levels and hiring freezes limit the city’s ability to operate restrooms daily, staff recommended contracting for day‑to‑day opening, cleaning and closing services.
Council discussion and vote Councilmembers expressed support for restoring restroom access as a quality‑of‑life priority. Councilmember Knauss and others emphasized the need to control change‑order risk and to coordinate any larger rehabilitation through CIP funding. The council unanimously approved the $63,000 allocation and authorized staff to pursue an RFP for contracted restroom maintenance.
