RIVERBANK, Calif. — The City of Riverbank Planning Commission on July 15 approved an architecture and site plan review (ASPR 07-2024) and adopted Resolution No. 2025-013 to allow a 48-unit, market-rate multifamily apartment complex at 2644 Morrill Road.
The commission voted 5-0 to approve the project after amending the published resolution to strike a finding that the project was consistent with the downtown specific plan’s mixed-use designation and by adding a condition requiring all fences on the project’s eastern property line to be a uniform 7 feet in height.
Staff planner Michael Arroyo recommended approval, saying the 2.4-acre site carries a higher-density residential land-use designation and R-3 (multifamily) zoning and that the proposal meets the city’s development standards. Arroyo said the project is exempt from CEQA under state guidelines for qualified housing projects and that site layout, circulation and fire access meet the Consolidated Fire Protection District’s standards.
