At a regular meeting of the Sierra Vista Unified School District Governing Board, the board approved the district's adopted budget for fiscal year 2025'26 and a slate of routine personnel, contracts and administrative authorizations. Most motions passed unanimously or by recorded tallies; one waiver request was denied.
The board approved the FY 2025'26 adopted budget as recommended by administration. Administration noted the district would file the budget with the Arizona Department of Education in compliance with ARS 15-905; the motion passed, 4-0.
Other major approvals included routine minutes; standard personnel resignations; the designation of signers for county and JPMorgan accounts; appointment of Crystal Wambach as student activities treasurer for the remainder of FY26; approval of district grant representatives and signatories; acceptance of a $450 donation of driveway rock and clean fill from Diamond Elite Estates; and approval of an out-of-state trip for Buena Marketing students to attend the Graphics Pro Expo in Long Beach, California. Most of those motions passed 4-0.
The board approved the district's Code of Excellence after administration described the document as reflecting current governing-board policy. The board also approved a managed service provider agreement with Sunburst Workforce Advisors, LLC, selected through a request-for-proposal process; administration explained the vendor will provide a single point of contract management for contracted personnel placements when the district cannot fill positions locally.
The consent agenda passed with one abstention. A board member said she was abstaining because of concerns about certain funding decisions listed in consent (specifically additional payments to administration and managers) and referenced findings from a state audit that the district's compensation was higher than comparable districts; the consent motion passed 3-0 with one abstention.
Personnel items: the board accepted resignations from professional staff members Melissa Arrieta and Samantha Alvarez, effective June 27, 2025. The board approved Arrieta's request for waiver of liquidated damages under policy GCQC; that waiver was approved by voice vote, 4-0. The board denied Alvarez's waiver request, with the board recording a 3-1 vote after administration said documentation had been submitted but did not meet the criteria to support the waiver (administration said the documentation did not establish that Alvarez could not continue working for medical reasons).
The board also approved an established community after-school use: the Child Evangelism Fellowship's Good News Club was authorized to use elementary facilities after school and the board approved a facility-fee waiver for that program; administration said the group has used district facilities for years and participation is optional for families. That motion passed 4-0.

Discussion versus action: the board routinely noted administration recommendations prior to motions and asked administrative staff procedural questions (for example, a board member asked for more information about the Sunburst Workforce Advisors contract; administration responded that an offline presentation could be arranged). The only recorded dissent on a formal vote concerned the denial of a waiver request for liquidated damages (Samantha Alvarez), where the board voted 3-1 after administration said the documentation did not meet the policy criteria.
The board also scheduled a PA-report-only meeting to finalize some hires before school starts and was advised an executive session will be scheduled to consider a request to reenroll an expelled student; administration asked that the reenrollment request be handled before the district's July 30 first day of school if possible.
Ending: Board members were invited to attend welcome-back and staff events; administration reiterated routine procedural steps for grant approvals and signatory designations.
