Keene EDC Type A board approves FY2026 budget, adds $250,000 for County Road 317 work

Keene Economic Development Corporation Type A board members approved the board's fiscal year 2026 budget at their meeting, voting to add a $250,000 capital-improvement line for preliminary work on County Road 317 and to send the budget to the City Council for final approval.

The vote followed a presentation from staff on the EDC's revenue mix and planned allocations. The board's budget document projects roughly $348,000 in revenue for the year, and includes a $60,000 business-retention and recruitment incentive, a $20,000 legal-services line and other operating costs. Board members agreed to set aside $250,000 from available funds for initial engineering and construction work on County Road 317 while the full capital cost remains substantially higher.

The budget discussion centered on two themes: improving the EDC's financial reporting and using existing reserves to fund targeted economic-development work. Staff said work to standardize accounting and reporting (including a planned ClearGov presentation next year) will make it easier to evaluate whether to add permanent staffing for economic development. The board heard demographic and revenue data showing sales tax currently contributes about 11% of EDC revenues compared with a typical municipal share closer to 30 percent; presenters said raising local sales tax revenue is a priority to reduce reliance on property tax and interest income.

Board members asked for clarifications about line items. Staff identified a $60,000 increase for business-development incentives to make Keene more competitive in recruiting employers. The legal-services allocation was discussed; staff said the city's municipal law firm will handle EDC work and the line reflects anticipated professional review of contracts and development agreements. Staff also noted a recently secured 4 percent money-market return on EDC cash at Pinnacle Bank that helps the interest-income projection.

County Road 317: scope and funding

Engineers estimated a full rebuild of County Road 317 would cost about $2.5 million. Staff proposed, and the board approved, an initial $250,000 capital set-aside to cover first-phase work: cleaning ditches, installing larger culverts or box culverts, widening some right-of-way and performing grading, riprap and erosion-control work. Staff said the $250,000 would fund design and initial construction preparation; once authorized the city would solicit bids and expect a three- to six-month procurement and construction-start timeframe.

A board member moved to approve the FY2026 budget as presented and forward it to City Council, with the addition of a $250,000 capital-improvement line for County Road 317; the motion was seconded by Cody.
