The Plan Commission on July 15 approved a specific implementation plan for an outdoor storage area behind the easternmost building at 2750 Vinland Street.
The applicant proposed a roughly 3‑acre outdoor storage yard to be enclosed with slatted chain‑link fencing (6‑foot tall on the north, east and west sides and 8‑foot tall on the south). Code requires outdoor storage abutting residential zoning to be screened by an 8‑foot solid fence and a buffer yard with a minimum opacity of 0.8. Planning staff recommended a BSM to allow reduced screening height (6 feet) along the east property line because the applicant will retain extensive mature deciduous trees (staff identified about 97 existing tall deciduous trees) and the storage area setback notably exceeds the required 30‑foot buffer; the trees are eligible for double landscaping points under the code and staff concluded the existing vegetation and a berm provide substantial screening.
The applicant, represented by Joel Airford of Mach 4 Engineering, said the storage area expands an existing permitted area and that a stormwater pond was originally sized to accommodate the addition. The applicant noted additional evergreen planting and the substantial existing vegetation along the east property line. No public commenters spoke on the item.
On roll call the SIP passed; Chairman Perry recorded a no vote. Staff recommended approvals and conditions in the staff report.
The approval allows the outdoor storage yard with the reduced fence height along the east line, subject to the landscaping and screening improvements and other conditions in the staff report.
