West Allis resident requests help after neighbors repeatedly allow dogs into her yard

Shirley Fisher, who lives on South 70th Street in West Allis, told the Common Council on July 8 that neighbors' dogs frequently enter her front yard and defecate there and that repeated requests to pick up after pets have not stopped the behavior.
Fisher said she has photographic evidence and has spoken with neighbors and the police. “I'm kinda blue in the face,” she said, describing repeated conversations with neighbors that she said have not solved the problem.
Fisher also said she has explored a fence but believes city rules prohibit placing a fence at the front of the house and asked the council for insight. A council member encouraged Fisher to remain after the meeting recess so staff could speak with her one-on-one about options.
Her remarks were made during the meeting's public participation period; the council did not take action during public comment, and no ordinance or code change was proposed or voted on at the July 8 meeting.
