Plan commissioners on July 15 approved the preliminary plat for the second addition to Island View Estates (25 lots) and separately approved two subdivision variances requested by the developer. The meeting drew a large number of residents who raised concerns about wetlands, stormwater drainage, and traffic at nearby intersections.
Staff said the 15.81‑acre site would be platted into 25 lots (21 single‑family lots plus 18 single‑family detached condominium units on a separately platted mini‑lot), three outlots (one parkland dedication of 0.847 acres — short of the required 0.902 acres — for which the city would accept $800 in lieu), and several street extensions. Staff noted mapped wetlands reduced the developable area compared with an earlier 1996 concept plan; the condominium layout was proposed to allow single‑family detached units on smaller mini‑lots while leaving wetlands intact. Staff said public utilities can be extended to serve the development, and that preliminary civil design is under review.
The public comment period was lengthy. Nearby residents and the Town of Oshkosh town chair described recurrent flooding in the area, questioned the sufficiency of stormwater plans, and warned that adding impervious surfaces could increase downstream flooding. Several speakers asked for a broader environmental and drainage review, and for clearer answers about traffic impacts at County A and Sunnyview Road and the adequacy of Sherman Road. Residents also objected to the condominium proposal, stating it was out of character with existing single‑family homes.
On the variances, staff recommended approval of (1) a dead‑end street (Hillwood Run Drive) of about 698 feet where the subdivision regulation maximum is 500 feet, justified by wetlands and by a private through connection inside the proposed condo area for emergency access; and (2) a short, approximately 250–300‑foot segment of local street with a 50‑foot right‑of‑way where code requires 60 feet, justified by site constraints and tight radii on existing roads. Public Works reviewed both variances and recommended them because impacts would be limited and the street segments are short.
The preliminary plat motion passed 8–1 (one commissioner recorded as present) after discussion; the subdivision variances passed 5–3. Staff reiterated that final plat reviews and civil design approvals will follow and that the initial final plat is expected to cover the northern ~30 lots. Commissioners asked staff and the developer for clearer answers about when the northern gravel connection would be established, who would pay for connections, and for more detailed stormwater and road plans before final plat approval.
