Bay County approves bond authorization for water storage tanks after utility briefing

The Bay County Board of Commissioners on July 15 authorized a bond issuance of up to $15,280,000 to finance two 5-million-gallon water storage tanks for the county water supply system.
Ryan Goble, director of the Bay County Department of Water and Sewer, told the board the county's water plant averages about 7 million gallons per day and can reach near 9 million on hot days. He said the plant currently has roughly 2 million gallons of on-site storage and that the proposed tanks would add resiliency, providing about 24 hours of additional water if treatment problems occur. "We're probably pushing 9,000,000 gallons a day. The plan is 10 years old. It does a great job. Concern is is that we don't have a lot of water storage on-site," Goble said.
Goble said the county already collects a capital-improvement charge in the wholesale water rate that funds system improvements and that the department's analysis shows the tanks can be funded without raising rates. The board voted to authorize the bond resolution after the presentation.
The resolution authorizes issuance of bonds not to exceed $15.28 million to be repaid from water system revenues; staff said the project will improve system resilience and reduce the risk of short-term shortages during plant outages or high-demand days.
