Brent (city staff) told the council the amendment would extend HDR's role for shop drawings review, submittal questions during construction, and start-up expertise for the plant biology and process balancing. The contract work has been performed on an hourly basis; staff said the proposed extension would be structured on billing rates and they estimated an approximate budget increment of $250,000 to carry the services forward as needed.
Councilmembers asked whether the contract is a fixed fee or not-to-exceed and how long construction would continue; staff estimated approximately 18 months until project completion, with an anticipated early-2027 full operation date. Staff said the extension is an amendment to the original contract and that invoices will be reviewed monthly and provided to council for oversight.
Council voted to authorize the mayor to negotiate the amendment and proceed with construction-phase services for HDR.
