Council adopts ordinance updating Springville building code references to match state-adopted codes

Springville City Council voted to adopt Ordinance 16-2025, a change to Title 10 of the city code that replaces specific building-code year references with language tying municipal code to the state-adopted building code cycle.
Jed Nilsen, a building inspector with the city, told the council the city’s Title 10 still referenced the 2006 building codes even though the industry and state have moved through subsequent code cycles. “The code cycle cycles about every three years,” Nilsen said. He explained the amendment removes specific-year citations so the city code will follow the state-adopted codes without requiring repeated council action each cycle.
Nilsen said the change clarifies expectations for contractors, architects and citizens and prevents confusion over which code year applies. He and another staff member said the building industry and inspectors regularly track code changes; the ordinance is intended to simplify the municipal code and reduce repeated ordinance updates.
A council member moved to approve Ordinance 16-2025; the motion passed on a roll-call vote with council members recorded in the transcript as voting yes. The ordinance language removes outdated references and instead adopts the current state code as amended by the state, city staff said.
City staff said the change will automatically align Springville code with state code changes and that inspectors and contractors will receive notification when the state adopts updates.
