The council approved the minutes as presented. The council then approved consent items 10 through 22 with the exception of item 20, which staff said would be continued to the next meeting.
Item 16, a reward related to a cold-case homicide, was discussed in public comment. Daniel Valdez, who identified himself as speaking in support of the item, told the council the reward was "very needed to come to justice" and thanked the council for placing it on the agenda. The clerk announced the item passed 4-0.
Later in the meeting the council took up the second reading and adoption of Ordinance No. 25-2514, a zoning-text amendment related to director approval authority and council review procedures; the motion to adopt carried on second reading.
Other procedural items advanced on the agenda. The council introduced Ordinance No. 25-2509 (business-license revocation grounds) and Ordinance No. 25-2516 (adding two Human Relations Commission seats focused on disability matters) on first reading; both were approved on first reading. The minutes show staff will return with additional reports and that one consent item (No. 20) was deferred to a future meeting.
The meeting also included public comments on housing and code enforcement. Miriam Cruz asked for an inspection or code-enforcement report for a property she identified as "346 East 230 Eighth Street, Carson, California 90745," saying residents were facing displacement and pending eviction; staff said the property is handled by code enforcement and staff would follow up.
Other public commentators included James Wright, who spoke against the city's decision to ban "safe and sane" fireworks; Michael Madulejo, who described a youth program in Veterans Park; and Bimpe Osibemiro, who invited the council to a clinic reopening and ribbon-cutting.
