The Bangor City Planning Board voted July 15 to recommend that City Council change the zoning for a 0.22‑acre parcel at 1017 Union Street (Map 1 R24‑017) from Government and Institutional Service District to Shopping and Personal Service (S&PS).
Applicant David Warner said the parcel, owned by Encompass Health Maine Real Estate LLC and expected to be conveyed to Warner’s business, is already being used for commercial activity and the rezoning is intended to align the zoning with existing use and to accommodate expanded parking. Warner told the board he plans to pave a large portion of the lot and that the work will address impervious‑surface requirements and potential wetland encroachment issues in the next step of the process.
Board members discussed setbacks shown on the submitted drawing and whether the application was implicitly approving a reduction in a nonconforming setback; staff clarified that any site‑plan work that affects setbacks will be handled in the later site review and that the zoning amendment itself does not authorize a setback change.
After questions and no public opposition during the hearing, a member moved that the board recommend approval; the board’s roll call was unanimous. The board noted the matter will be forwarded to City Council for final action.
