City staff described the project as a multi‑lane realignment and reconstruction from the current road stub north to Fifth Street, including a widened bridge sized to handle higher creek flows, medians with street trees, dedicated left‑turns for subdivisions, and a roundabout at an entrance that will serve the new elementary school and a new road called Tanner Trail. Staff said the project will include concrete roadway and that the multiuse path shown in the design is funded separately (KDOT/WAMPO) and not part of this specific advertisement.
Staff said the project is planned in two phases: Phase 1 from the bridge north, with a goal to complete the work before the school opens (staff indicated a 2026 deadline tied to school start); Phase 2 will reconstruct the segment from the bridge south. Staff explained the bridge will be oversized to improve flood conveyance into a regional detention basin created as part of the TIF district improvements.
Council members praised the design and the bridge enlargement to address flow from Fiddlers Creek and other upstream areas. The council approved the advertisement for bids unanimously.
