County accepts bids for culverts and road chips, selects KLJ for CRP construction engineering

Jason (Road Department staff) said low bids from Johnson Excavating were received for two culvert replacements; commissioners approved accepting those quotes. The motion recorded that each site’s installation was quoted at about $11,000 for a combined total of $22,000; commissioners carried the motion by voice vote.
Staff briefed the commission on soft-spot repairs along Ramsey County 4 and Ramsey County 7 and said quotes would be solicited with responses due in July. Jason said county funds were available to set aside for those larger repairs and that coordination with the water board was underway to install needed culverts before soft-spot repairs.
For materials, the commission accepted a single bid for 2,500 tons of class 42 road chips from Gowen Construction totaling $63,750 ($25.50/ton delivered) for the 2026 chip-seal project. Commissioners noted the county prefunds materials for the following construction season and approved the purchase by voice vote.
A three-person selection committee (including one commissioner and two staffers) interviewed WSB Engineering and KLJ Engineering; the panel recommended KLJ to provide construction engineering for the county’s CRP projects. Commissioners accepted KLJ’s selection and authorized signing the necessary construction-engineering documents. The commission also approved signing a federal-aid contract for Gladden Construction related to a federal-aid project and set a public meeting on the New Breeze snag-and-clear project for Aug. 19.
Staff provided schedule updates for CRP contractor start dates (tentatively Aug. 1 with completion Oct. 18), salt-storage facility delivery timelines and reminded townships about FEMA invoice deadlines for the 2022 disaster repairs. Commissioners asked staff to circulate bid documents and follow up with townships that had outstanding FEMA-related work.
