Council approves consent calendar and continues developer request; key votes at a glance

The consent calendar included approval of minutes, a warrant register with several payments over $100,000 (highlights below), acceptance of park improvements at Royal Oak Meadows Park, and acceptance of additional public improvements related to the Olson South Chandler project. Highlights from the warrant register included payments to: Sousa Construction ($283,658.69, airport fund); Hartzell General Engineering ($245,970.67, water fund); Granite Construction ($289,070.54, Creston Road phase 1); and pass-through assessments to Visit SLOCAL ($117,234.30) and Bridal Paso ($155,523.27). The council vote was: Pro Tem Gregory — Aye; Councilmember Strong — Aye; Councilmember Bausch — Aye; Councilmember Buell — Aye; Mayor John R Hammond — Aye. Motion to approve items 1-6 and 8 passed unanimously.
2) Continuation of Olson South Chandler operating memorandum (item 7): The council unanimously voted to continue a developer request from Trumark Homes that would allow certain subdivision tracks to be constructed without installing local-street natural gas mains. The council directed staff to return with additional information on development-agreement language, CPUC/PG&E penalty and incentive implications, utility capacity, and implications for buyers (solar/battery provisioning and retrofit options). Vote on continuation: unanimous.
Closed-session report: The council recessed to closed session earlier in the evening for conference with legal counsel regarding existing litigation (Government Code section 54956.9(d)(1)) — Tribune v. City of Paso Robles and related cross-complaints — and announced there was no reportable action.
