Midvale council approves statement of work with Navient LLC for community development software

Midvale City Council unanimously approved a resolution authorizing the mayor to sign a statement of work with Navient LLC to provide expanded community development software, described by staff as an expanded OnBase suite.

Staff said the city originally selected a vendor through an RFP process but that vendor, Zipflow, later informed the city it could not fulfill the contract. Midvale then solicited other vendors and entered discussions with Navient (an OnBase‑based provider) because the city already uses the company for records retention and has an existing relationship through the IT department.

The statement of work before the council would expand the city’s OnBase capabilities to handle community development functions. Staff told the council the contract includes an initial build and ongoing maintenance fees; the ongoing cost is significant but will replace fees the city currently pays for other software. The costs are outlined in the statement of work/contract, which staff said is available for review.

Council members asked about contingency plans if Navient could not deliver and about the ongoing expense after the initial build. Staff responded that the city would have to restart procurement if a vendor failed to meet requirements; they said they are confident in Navient because the company provides software to other cities and already supports Midvale’s records retention.

A council member moved and a second was recorded; the resolution passed on a unanimous roll call (Council Member Robinson, Council Member Billings, Council Member Glover and Council Member Mikulasch were recorded as voting yes). The mayor announced the motion passed unanimously.
