Jenks council authorizes $304,899 payment for 120 First Street trail; consent agenda approved

The Jenks City Council on July 2025 authorized payment of $304,899 to cover construction costs for the 120 First Street Trail from Elm Street to Elwood Avenue, an Oklahoma Department of Transportation project (J36450), and approved the meeting consent agenda.
City staff said funding for the invoice will come from the Jenks Public Works Authority (Resolution 2025-06) and the 1¢ capital fund for street maintenance, roads and bridges. “What we’re asking for is approval for authorizing payment for the construction of a 120 First Street Trail… in the amount of $304,899,” said Mr. Wilkins, a public works staff member, describing the packet item and the attached invoice.
Wilkins described the trail as a roughly 10-foot-wide paved bike-and-walking path running along the north side of 120 First Street, terminating at Elwood. He said the surface will be pavement with concrete at road crossings and striping and signs. “It’ll be striped. We’ll have signs,” Wilkins said. He told the council that ODOT would manage the project, with bidding expected in September and the city hoping the trail would be open in October.
Council members asked about lighting, right-of-way and whether a future widening of 120 First Street could make the new trail redundant. One council member pressed for assurance the trail would be set back to accommodate future widening; staff replied the project allows reasonable setbacks to avoid premature removal if the road is widened years from now. Council members also raised the condition of existing striping and the need for clear markings where the trail crosses driveways and intersections.
The council approved the consent agenda and then voted to approve the invoice payment. The roll-call vote on the trail payment registered unanimous approval: Brown, Short, Emmons, Boucher, O’Shea, Abel, Murray and Mayor Corey Box all voted “yes.”
The council meeting record shows the consent agenda motion and the separate motion to approve the trail invoice were moved and seconded before the roll-call votes were taken.
With the payment authorized, staff said ODOT will proceed with bidding and construction steps; long-range road-widening plans for parts of 120 First Street remain a separate, multi‑year process.
