The Morgan City Planning Commission voted 4–2 on July 15 to recommend that the City Council approve rezoning 582 North 700 East from single‑family (R‑18/R‑110) to RM‑15.
Jake (city staff) presented the application and said the quarter‑acre property is currently vacant and historically had a school decades earlier. He told commissioners the lot is small—about 0.27 acres—and under RM‑15 zoning and current lot constraints it would likely allow a maximum of two dwelling units. The parcel sits adjacent to a city stormwater basin.
Corey Adams, who identified himself as the property owner, told commissioners his intention was to make two livable units that could be affordable for families. Public commenters raised concerns about precedent, neighborhood character and potential future densification if adjacent lots were rezoned in sequence.
Commissioners debated whether approving a single, non‑adjacent parcel would create a precedent for piecemeal rezoning along the corridor. Gary (city attorney) explained that a true “spot zone” is typically when the general plan does not intend a change; because the city’s general plan designates the area as medium density, he said the term was less applicable and timing becomes the central question for the commission.
After discussion the commission voted 4–2 to forward a favorable recommendation to the City Council. The recommendation notes the split vote for City Council’s consideration.
