Votes at a glance: council approves multiple HUD grants, housing programs and related appropriations
Summary

During the July 15 meeting the Toledo City Council approved a bundle of ordinances accepting U.S. Department of Housing and Urban Development (HUD) grants and authorizing related appropriations, program spending and plan submissions.
Key measures adopted on the council floor included:
- Ordinance 3-22-25: Acceptance and appropriation of an Emergency Solutions Grant from HUD in the amount of $627,043 for emergency solutions grant program activities; authorization to submit consolidated and annual action plans to HUD (recorded as passed).
- Ordinance 3-23-25: Acceptance and appropriation of HOME Investment Partnerships Program (HOME) funds in the amount of $1,965,724, authorization to expend HOME carryover funds ($3,787,820.93) and to submit consolidated plans and annual action plans to HUD (recorded as passed).
- Ordinance 3-24-25: Acceptance and appropriation of Community Development Block Grant (CDBG) funds in the amount of $7,046,960 and authorization to expend CDBG carryover funds from prior years; submission of consolidated and annual action plans to HUD (recorded as passed).
- Ordinance 3-25-25: Acceptance and appropriation of additional Home ARP funds (American Rescue Plan) totaling $11,826 and appropriation of associated funds (recorded as passed).
Council members also approved locally focused investments and agreements under the Department of Housing and Community Development: Ordinance 3-19-25 (Peace in Motion community safety plan services; appropriation not to exceed $36,400), Ordinance 3-20-25 (agreement with Fair Housing Center for source-of-income testing services; up to $25,000), Ordinance 3-21-25 (training consultant for source-of-income investigations; up to $30,000), and Ordinance 3-26-25 (agreement with Bowling Green State University Center for Regional Development to evaluate boards and commissions engagement; up to $51,000). All were recorded as passed on the July 15 roll calls.
Most of the items were presented by council members associated with housing and community development; the clerk read ordinance titles, the council moved to suspend or consider as appropriate, and the clerk recorded the roll-call votes and passages. The council also heard brief remarks thanking citizen reviewers and staff for contributions to the plans. Councilwoman Williams noted a citizens review committee and thanked staff for bringing the plan forward.
The adopted ordinances authorized administrative acceptance of federal grant funds and directed staff to proceed with program implementation, plan submissions to HUD and required appropriations.
