The Redding City Council approved resolutions to reestablish and levy assessments for 49 landscape maintenance districts (LMDs) covering 4,075 benefiting properties for fiscal year 2025–26.
Staff explained that LMDs are property‑based assessments authorized under the Landscaping and Lighting Act of 1972; levies pay for maintenance, repairs and utilities and are billed on property tax rolls. Each LMD has a maximum assessment and an annual levy based on an engineer's report; staff said levies are generally lower than maximum assessments and are adjusted primarily by the construction cost index. The city currently levies amounts that on average are 32% lower than the maximum assessments.
Most LMDs will see no increase or a decrease (on average a 1.6% collective decline), but a number of districts have notable changes. Staff highlighted River Park Highlands (a 10% increase because of failing irrigation and a need to build reserves), Salt Creek Heights (14.8% increase tied to timing of new units being added), Hidden Hills (29% decrease because of a strong reserve balance), Chassina Ranch (48% reduction after adding benefit units), Rio (26% decrease from slowed construction and healthy reserves) and Browning Point (townhouses behind Winco with significant vandalism that has strained that LMD’s capacity).
Councilmember questions focused on vandalism in Browning Point and whether police could investigate; staff said it appeared to be vandalism and recommended approving the resolutions so assessments could be levied and placed on tax rolls. A motion to adopt the resolutions passed on voice vote.
