A scoring committee that included city staff, task-force members and the project engineer evaluated experience, personnel and other criteria; the committee’s average scores were 102.4 for Bridal Industrial Services, 92 for Foremost Paving and 79 for Dirdon Enterprises.
Staff said the low bidder’s 240-day schedule is part of the bid package but that liquidated-damages or other schedule remedies are specified in the city’s standard form of agreement. “I can’t off the top of my head, I don’t know what the exact language is but it’s in there,” the staff presenter said when asked about penalties for missing the 240-day completion date.
The bids as submitted include a $100,000 contingency for unforeseen items. Staff cited prior projects in which contingency funds were used but, to date, were not exceeded and in some cases had unused balances returned.
Staff estimated the project could start in September, contingent on receiving a notice to proceed from the U.S. Treasury and completing standard contract negotiations and bonding. “My estimate would be September, solely because we have to request a notice to proceed from the US Treasury and that’s gonna take some time,” the staff presenter said.
A board member moved and another board member seconded the recommendation that City Council award the contract to Bridal Industrial Services. The board approved the recommendation by voice vote. “All in favor? Aye. All opposed? Motion carries,” the chair said.
Notes on transcript inconsistency: staff consistently identified the recommended contractor as Bridal Industrial Services (sometimes abbreviated BIS).
