City staff presents first reading of ordinance to update land‑use chart; changes described as housekeeping

Enrique Hernandez, interim assistant director for planning and development, described the update as "housekeeping." Hernandez told the commission the draft adds uses such as concrete batch plants, cigar shops and other businesses that staff has seen operate in the city but that were not explicitly listed in the land‑use chart. The amendment would also make sales of alcohol subject to a conditional use permit (CUP) in situations where those sales are currently allowed but not controlled by a CUP.
Hernandez said the change is intended to give staff a consistent regulatory basis when businesses apply for permits. The item was presented as a first reading; no final vote was taken at this meeting.
