Cody council approves resolution to apply for $1 million SRF loan to buy vacuum truck for lead service line investigations

The City of Cody City Council approved a resolution authorizing submission of a State Revolving Fund (SRF) loan application for $1,000,000 to support lead service line inspection work, including the purchase of a vacuum truck.
Philip Bowman told the council the city seeks SRF financing created to support lead service line replacement and investigations as required by the U.S. Environmental Protection Agency and the Wyoming Department of Environmental Quality. He said approximately $800,000 of the loan would be used to purchase the vacuum truck and about $200,000 would be available to reimburse city staff time while crews perform potholing and service-line investigations.
Bowman said the city has been informed SRF staff anticipate a minimum of 25% principal forgiveness and possibly up to 50%, and that the loan program provides 0% interest. "So that would lower our repayment amount to a maximum of $750,000 of the original $1,000,000 loan," he said. Bowman said staff expects to advertise bids for the vacuum truck in an October–December timeframe and that delivery likely would occur in calendar year 2026.
A council member asked how staff wage reimbursement would work. Bowman explained that the city would submit actual hourly wages and benefit costs for the staff assigned to investigations to SRF for reimbursement; for example, a two-person crew spending a month (about 320 combined hours) could have those direct costs reimbursed. The motion to approve the resolution was moved by Council Member Centenary, seconded by Council Member Sweat, and carried on a voice vote with council members voting "Aye."
