San Antonio zoning panel approves six rezonings, forwards cases to City Council; several items postponed

The San Antonio Zoning Commission on an afternoon meeting voted to recommend approval on six combined rezoning items (2, 3, 5, 7, 9 and 10) and took final votes on several other agendas, forwarding recommendations to City Council. Commissioners also postponed two separate cases to August dates after limited public comment and staff discussion.
The commission approved a grouped motion to recommend approval of agenda items 2, 3, 5, 7, 9 and 10. Commissioner Taylor Watson moved the grouped approval; Commissioner Marco Barros seconded. The roll call read as recorded on the meeting: Marco Barros, Rob Sipes, William Gonzanden, Daniel Calem, John Widsett, Taylor Watson, Georgie Hinojosa, Eddie Reyes and Commissioner Chase voted “yes.” President John Bustamante announced the motion carried. Those six items will be sent to City Council with the commission’s recommendation and (per commission procedure) the applicants have up to six months to present to council.
Public commenters addressed at least one of the grouped items (item 10), a request to rezone property for a funeral home with conditional use. Tito Recalde, who identified himself as an owner at the address involved, said the owners were not opposed to the change but asked that access be restored to parcels that lost access after earlier parcel changes. Patrick Blackward spoke against the funeral-home plan, saying the proposal’s proximity to houses and the presence of a crematorium could affect air quality, noise, traffic and property values. The commission approved the grouped motion despite these public comments; the public record and staff reports will travel with the case to council for final action.
The commission voted to postpone two separate items. Agenda item 1 was continued to the commission’s August 5 meeting after a motion by Commissioner Watson and a second by Commissioner Barros; the motion passed on a unanimous roll call. Agenda item 6 was continued to the August 19 meeting after a motion by Commissioner Watson and a second by Commissioner Barros; the motion likewise passed unanimously. Commissioners indicated no public comment on those postponement motions.
Separately, the commission approved additional individual rezonings later in the agenda and forwarded them to City Council with conditions or amendments as recorded in staff reports. Those included a rezoning for an auction/subasta relocation on the Southwest Loop 410 corridor (applicant amended its request to remove acreage from the application before the commission and the commission approved the amended application) and an approval for a change from R6 to an industrial district on Greasum/Grissom Road that staff and the applicant said aligns with long-standing industrial uses in that corridor.
The meeting ended with approval of the minutes from the previous meeting; the commission unanimously approved the minutes and adjourned.
