The Monrovia City Council on July 15 approved a resolution to increase City Manager Dylan Feek’s annual salary by 9%, remove a contractual 5% cap on future annual increases and permit a one-time redemption of up to $30,000 of accrued sick leave into deferred compensation.
City staff presented the proposal as an adjustment to bring the city manager’s pay closer to comparable jurisdictions. City Attorney/Staff presenter Steele told the council "the resolution before you would do 3 things," including deleting the existing 5% cap, approving a 9% increase to $280,007.16 and allowing Feek to redeem up to $30,000 of his roughly 529 hours of accrued sick leave at the prior salary level.
The council took the item in open session after the city manager recused himself and left the chamber. Resident Karen Suarez spoke in favor of the change, calling Feek "the most outstanding city manager that I've ever seen here in the city of Monrovia." After public comment, a council member moved and a second was made; the council then approved the resolution by roll-call vote.
Why it matters: Council materials said Feek’s previous salary ($257,005.48) lagged market comparators and that the 5% cap included in his original contract six years ago limited the city’s ability to keep pace with regional salaries.
Details of the action: The approved resolution (No. 2025-45) 1) removes the contractual 5% annual increase cap, 2) sets a new annual salary of $280,007.16 (9% increase), and 3) authorizes a one-time redemption of accrued sick leave up to $30,000 to be deposited in deferred compensation at the prior salary rate. The staff report said Feek’s accrued sick leave totaled about 529 hours.
Council vote: The council approved the measure by roll call. The roll call recorded in the transcript was: "Council member Spelton? Yes." "Jimenez? Yes." "Pfizer? Absolutely. Yes." "Mayor Pro Tem Dr. Kelly? Yes." "Mayor Shethkin? Yes. Yes. Yes." The motion outcome was recorded as approved. The city manager returned to the dais after the vote and thanked the council, saying he loves the town and values the work.
The action is an administrative personnel decision made by council ordinance/resolution and will affect the city’s ongoing personnel costs and deferred-compensation accounts.
