The resolution cites current and forecasted weather, record‑dry vegetation and extreme fire danger as justification for the update. Under the resolution, open fires and activities that can create sparks or embers are prohibited within town boundaries except in limited, defined circumstances (for example, propane fire pits located away from dry vegetation and moved to cleared surfaces). The resolution also prohibits cutting, welding or grinding in areas of dry fuel without mitigation and bans internal‑combustion equipment without working spark arrestors.
Fireworks are limited to legal discharge periods defined by the state: July 2–5 (with July 5 allowed only when July 4 falls on a Sunday), Pioneer Day windows (state dates vary) and New Year’s Eve/New Year’s Day; outside those periods fireworks are prohibited. The resolution adopts state penalties for violations (up to six months in jail and a $5,000 fine) and states enforcement will be carried out by county law enforcement.
Council members noted that the town previously adopted more restrictive measures during very dry years and emphasized that the update aims to clarify rules that residents and visitors must follow. The council approved the resolution with a standard motion and asked staff to route signed copies to council folders.
