Bluff Town Council approves minutes, enters executive session on pending litigation

The Bluff Town Council convened at 4:00 p.m. Tuesday, July 15, 2025, approved two sets of minutes from July 8 and voted unanimously to recess into an executive session to discuss strategies regarding pending or reasonably imminent litigation pursuant to Utah Code §52-4-205.

Council members reviewed and approved the Bluff Town Council work session minutes from July 8, 2025, including edits noted by Councilmember Linda Sosa, and then approved the special meeting minutes from the same date. During the minutes discussion Councilmember Anne Lekkanen clarified that an earlier work-session note about attending a homeless-services conference referred to attending both the conference and another event, and later indicated she had a scheduling conflict and would not attend the homeless conference.

The council opened a public-comment period with a three-minute limit per speaker; no members of the public spoke. Town Manager Erin Nelson confirmed there were no raised hands or chat comments requesting to speak, and the council cut off the public-comment period at about 4:03 p.m.

Following that, a motion was made to move into an executive session "to discuss strategies pending or reasonably imminent litigation pursuant to Utah code 52 4 2 0 5." The motion was seconded by Lou Anne Hooks. The council called for the question; members responded “aye,” and the motion carried unanimously. The meeting was suspended while the council met in closed session and planned to reconvene at about 4:30 p.m.

No formal public actions or substantive policy decisions were made in open session beyond approval of the minutes and the vote to enter executive session. The council did not read a roll-call vote tally for the executive-session motion in the public record; minutes reflect unanimous approval but do not list individual votes.
