Council denies two appeals of library janitorial bid rejections

The Omaha City Council on July 7 denied two separate appeals from bidders challenging the rejection of their proposals for janitorial services at Omaha Public Libraries.
In the first appeal, Rodney Johnson of BJ’s Fleet Wash said the provided reference phone numbers were valid and offered to have the council contact them. City Law Department counsel Jeffrey Blum said the solicitation required that bidders use a specific references form and include business name, address, contact person, telephone number and email. The city found BJ’s submission lacked required information and judged at least one phone number invalid; the council denied the appeal.
In the second appeal, Dan Beckman of BMI Janitorial Group said BMI supplied a more detailed references document than the city form. Blum said BMI’s submission did not include complete addresses, full contact names or email addresses as required by the solicitation and, under the city’s bid rules, these were nonconforming and not correctable. The council denied the BMI appeal on a unanimous roll call.
Both denials leave the procurement with the department’s determination intact and allow the library department to proceed under procurement rules.
