Council designates community redevelopment area at 40th and Q to support affordable housing

The Omaha City Council on July 7 designated a portion of the city, including a site at 40th and Q Street, as a Community Redevelopment Area (CRA) to enable potential use of tax-increment financing for redevelopment. City planner Don Seaton briefed the council on the designation and CRA study, saying the area meets statutory criteria for blighted and substandard conditions and that the designation would allow TIF to assist redevelopment.
Seaton said the request originated with Cesar Garcia of Canopy South, which seeks to redevelop a large vacant parcel for an affordable housing project that would use low-income housing tax credits and would like access to TIF to maximize the number of units. Seaton noted the site lacks sidewalks in places, has substandard pavement, and that the area’s per-capita income is lower than the city average—two of the study factors supporting CRA designation.
Public commenters included supporters citing the need to rehabilitate a vacant building and opponents who generally criticized TIF for perceived lack of transparency and earlier patterns of neglect. Council Member Hugg expressed support for Canopy South and for redeveloping the vacant building. The council approved the CRA designation on a 7-0 vote.
