Polk County administrator reports sales-tax dip, federal budget wins, Clam Falls Dam actuator work and HR audit

At the July 15 Polk County Board of Supervisors meeting the county administrator updated supervisors on finances, infrastructure work and personnel changes as the board begins budget planning for the next fiscal year.
The County Administrator told the board that “sales tax for June was down 6% from 2024. We're still to the positive overall for the year of 4%,” and said staff are monitoring receipts closely as the budget process continues.
The administrator reported several items in federal and state budgets that the county views as favorable, including provisions affecting municipal bonding and transportation funding. He said the county had received an initial 50% payment from the fair society for the grandstand project totaling $181,970 and that county finance staff had accepted the deposit.
Infrastructure work at the Clam Falls Dam is under way to address actuator binding; the administrator said engineers from Canada and the Department of Natural Resources are working with local staff to adjust gear ratios. He reported the flowage elevation at “10 23.1 above sea level” and said the goal is to keep the level between that and “10 23.5” to avoid hitting a nearby bridge. The administrator said contractor costs for actuator repairs are being handled by the contractor.
On personnel issues, the administrator announced that Helen Swanson has met the education requirements for the county health officer position and that the county has engaged TwinSite HR Consulting to perform an HR audit and assist with hiring a new HR director after the prior HR director departed.
Board supervisors asked for additional detail at a future meeting on a zoning compliance technician position added in 2024, requesting counts of citations issued and revenue generated in 2024 and through the first half of the current year.
The administrator said the county’s annual condition report will be presented at the August meeting, and that approval of county fees is scheduled for that meeting as well.
