Council approves rezoning along South 20 Eighth Avenue amid runoff concerns

On July 7 the Omaha City Council approved an ordinance rezoning properties along South 20 Eighth Avenue from R-5 (single-family) to GI (General Industrial) after public hearings and staff recommendation for approval.
Rob Robinson, representing Community Health Development Partners, and Joe Douglas spoke in favor. Opponents, including Luis Jimenez, urged the council to demand greater scrutiny of runoff, impervious surface and neighborhood impacts rather than relying solely on code compliance. Jimenez said codes are the floor and asked the council to demand additional safeguards.
City planning’s Dave Hansel said the city enforces stormwater management policies and ordinances; project representatives described a retention pond intended to retain runoff and anticipated an improvement over current runoff conditions for a neighboring resident. Council members asked questions about nearby neighbors’ concerns; the council voted 7-0 to approve the rezoning.
