Board authorizes up to $15.28 million in bonds for two 5-million-gallon water tanks to boost storage

The Bay County Board of Commissioners on July 15 authorized issuance of bonds not to exceed $15,280,000 to finance improvements to the county water supply system, including two new 5,000,000-gallon storage tanks, the county’s water director said.
Ryan Goble, director of the Bay County Department of Water and Sewer, told the board the water treatment plant averages about 7 million gallons per day and can approach 9 million gallons on hot days. He said existing on-site storage is roughly 2,000,000 gallons and the two new tanks would provide more than 24 hours of storage capacity in the event of a treatment interruption.
Goble said the county’s capital-improvement charge is included in wholesale water rates paid by all users across municipalities and townships served by the system. He said projected capital receipts over the coming decades will be sufficient to fund the debt service for the project without a rate increase.
Commissioners discussed the project and approved the bond authorization by motion; the resolution passed.
