County finance staff (Ian) reviewed a series of budget amendments spanning fiscal-year-end adjustments and the start of FY2026. Highlights included:
- Reimbursement to the general fund for monies advanced to the Fremont Elementary School capital project. - An additional $7,490 appropriated for JCPC grant funds received after the original budget approval. - Lapsed-salary accounting entries after final payroll for the fiscal year. - Social Services payment for health-insurance opt-out payments made in June. - Reimbursement from a private party for flood insurance paid by the county. - Reallocation of unspent ARP funds from Highway 117 renovations to the Jetport perimeter fence project. - Transfer of disallowed expenditures back to the 911 restricted PSAP fund per the final PSAP report (June 30, 2024). - Appropriation of additional revenues for controlled-substance tax from the N.C. Department of Revenue for the sheriff's office. - Correction and realignment for the FY24-25 LOBS (Limited Obligation Bond) payment tied to 2017 borrowings for multiple projects. - Reappropriation entries for subscription-based technology agreements to meet GASB 96 accounting standards (strictly accounting entries that do not change the overall budget). - DSS trust-account income and expense recognition per GASB 84. - Appropriation of additional deed-registration fee revenue paid to the state. - FY25-26 appropriations for JCPC and purchase of an OES vehicle using CIP funds.
Also included in the consent package was a motion to adopt resolution 2025-23 amending the Wayne County personnel policy; staff said the principal substantive addition was an employee privacy-expectations section on page 23 of the policy changes.
A commissioner moved to approve the adjusted consent agenda; the board approved the motion.
Items listed for future formal votes (appointments to several boards and commissions) were recommended by the appointment committee and will be on the next meeting's agenda for final vote, as indicated in the record.
