Staff said this is phase three of the county's program. The first two phases identified approximately 3,700 services of unknown material within Harnett Regional Water's service area; staff said the majority of those services are likely in the town of Erwin, the oldest portion of the distribution system. The design contract would identify the material of those service lines to prepare for a later phase that would replace lead or otherwise noncompliant services.
Funding for the design phase was described as secured through a $1,000,000 state revolving loan fund appropriation, of which $600,000 is principal forgiveness and roughly $400,000 would require financing. Staff requested the board's permission to move forward; the item was placed on the consent agenda.
