Roads and bridges update: Waterwell bridge reopened, multiple maintenance contracts awarded

The county's road and bridge engineer reported a completed Waterwell Road bridge, pipelining and upcoming reinforced concrete box bids, chip‑seal and overlay contracts and several planned projects including a bridge replacement at Cloud and Gypsum Valley.
Justin Mader, the county road and bridge engineer, briefed commissioners on projects completed and in design between April and July.
Accomplishments and contracts reported include:
- Waterwell Road bridge project (east of Gibson Valley) is open to traffic and expected to have seeding completed the following week. - Completion of the 2024 pipelining project at a total cost of $559,827.93. - Upcoming bid openings: reinforced concrete box project (6 sites) out to bid with a July 29 opening; a pipelining bid opening scheduled the same day. - Asphalt maintenance contracts awarded: APAC Kansas low bidder for overlay at $863,129.90; Circle C low bidder for chip seal at approximately $1,715,000; Payment Pros awarded crack seal contract for $83,345. - Shippel Road / Simpson Road reinforced concrete box project awarded to Reece Construction for $309,501.60; project includes $200,000 in ARPA reimbursements and a November completion target to meet grant spending timelines. - Magnesium chloride containment structure design out for bid (august 5 opening) to protect two tanks holding magnesium chloride used for winter road treatment. - Ohio Street improvement design complete but construction delayed to avoid concurrent K‑4 work; project will be rebid later in the year. - Discussion of a dust control pilot on Shilling Road in partnership with the city and a roughly $6,500 quote from a vendor; county and city proposed to split the pilot cost. - Hessaria Road (Old 81 to Ohio Street) cost estimate provided to the city for the county's share of an estimated $760,000 overall project; the city's share estimated at $175,000; county awaiting city response.
Mader also reported on internal staffing for surveying services and a request for proposals for on‑call surveyors because the previous county surveyor left and no qualified applicants had applied.
Why it matters: these projects affect commute safety, infrastructure lifecycle, ARPA and other funding uses and the county's capital planning.
