Butler County officials say AOC review keeps project on track; minutes approved

Butler County officials approved minutes from the June 17, 2025 meeting and received an architect update saying the Administrative Office referenced in the meeting (AOC) is reviewing phase B project documents; staff said the county could move to phase C after AOC completes its review.
The architect reported there were no current issues preventing progress and said the AOC had the phase B documents under review. Dan, speaking for AOC in the meeting, said the front-end documents were being checked and confirmed the plan of finance study showed the project remained within its planned use allowance. RJ, a financial adviser present on the call, said, “we're about a $150,000 under the maximum use allowance, so project looks good to keep moving forward.”
Officials said that once AOC completes its review and Alliance provides a construction estimate, the executive committee can authorize the county to proceed to phase C. Jeff, the architect on the call, said that the team would proceed with phase C once AOC signs off and the executive committee grants authorization.
The board approved the meeting minutes as presented from June 17, 2025. A member moved to approve the minutes and Melissa seconded; the minutes were approved by voice vote (all in favor; no opposing votes recorded). No roll-call tally with individual names was recorded in the transcript.
Attendees also discussed scheduling the next meeting. Mark indicated an August 19 date is being proposed (the third Tuesday in August). Colton said he would not be available that morning because of court in another county. Meeting participants noted that if a quorum is short, the AOC manager of capital construction could serve to establish a quorum for business. The meeting host later said the next meeting was planned for August at 8 a.m. via Zoom, subject to confirmation.
The meeting concluded after the scheduling discussion. Staff said they would pursue an executive committee approval to keep the project moving if AOC completes its review before the next full meeting and Alliance provides the requested estimate.
