Ada County tables two RFP awards after protests; opens courthouse desk bid from EKC

Procurement staff informed the Ada County Commission on July 15 that final ranking and award recommendations on two solicitations were protested and that staff asked the board to retable both awards for further consideration at the July 22 open meeting.
"We were prepared to come to you with no award recommendation today, but we received a protest from Early Alert in response recommendation, to a war letter that was sent to our proposers," procurement staff said regarding RFP 250278 (an incident management–type procurement). The commission voted to table the recommendation to July 22.
Procurement staff then reported a similar situation for RFP 25058 (employee benefits consultant): "We were also prepared to come to you today with the final ranking and award recommendation, but we received a protest from Propel Insurance in response to our recommendation ... Therefore, we'd like to retable this project as well to the 07/22/2025 open business meeting for further consideration." The board tabled that recommendation to July 22.
At the public meeting the county opened bids for Bid 25063 (Ada County Courthouse information desk remodel). Procurement staff said the county received a single bid from EKC Incorporated with a total bid of $144,155, which included the base bid, an additive alternate for three sit/stand electronic stations and a built-in desk, and a $25,000 owner contingency. The commission voted to table award of Bid 25063 to July 22 to allow staff additional time to review administrative requirements.
