Mendoza said the extension is narrowly tailored to the two subareas and is necessary to avoid halting permits and to allow roughly 2,000 infill housing units to proceed.
Sacramento Area Flood Control Agency and local water agencies submitted support statements; Yuba Water Agency and Sutter County also expressed appreciation for amendments that included them where appropriate. The committee voted to pass SB 639 as amended to appropriations.
